I need to connect my Toshiba work laptop to a viable network. Can I use the Personal Hotspot on my iPhone 7+ to connect the PC? Or do I have to use a dongle in this 'no wi-fi' area?

That's what the Personal Hotspot feature is for, connecting other devices to the internet. Are you having a problem connecting?
