Approving iCloud for the first time

I have an iPad and a few MacBooks. NO iPhone!

The iPad and my MacBooks are now complaining and asking me to sign in to iCloud. That cannot be done, since it says "Go to one of your other devices signed into iCloud to approve this computer" but no other device gets that code, since they are not signed in either.

Really, Apple? How is this even possible?

By the way, while "waiting for approval..." spinning, if I click the "Cannot approve?"-button, the whole system settings program gets stuck and must be force-killed. Won't respond to any other input (Cancel, Quit, ...), just a colorful spinner...

It's been like this for months.
