Safari iCloud tabs

Safari tabs used to work between all three of my devices - MacBook Pro; iPhone and iPad.

I can see and use the open Safari tabs on iPhone & iPad via macOS Sierra, however on the iPad & iPhone, I cannot see the tabs open on macOS Sierra Safari.

I have logged out of, and back into iCloud on each device, but no change.
