Mac Pro mid 2010 have to hard restart after sleep

I have a Mac Pro (mid-2010) that does not wake up after "Sleep".  I have the computer set to never go to sleep, but spin down the hard disks when necessary, but periodically it will go to sleep but then I cannot wake it up. The hard drives and fans turn off. The only way to try and wake it up is by pushing the power button to turn it off and then pushing the power button again to turn it back on. But that doesn't always works. Sometimes I have to reset the PRAM and try and start it again. I have performed hardware test and everything seems to be working okay, I have installed a new hard drive with a clean install of the OS and still works for longer then a couple of days. Is this a power supply issue? Any other ideas?

my 2010 Mac Pro is running 10.12.6 like a champ right now.

Sorry for the delay, It took me 4 SMC resets just to get the Mac to turn turn on. When I pressed the power button you can hear it "click" to try and turn on, but would not start. Was finally able to boot into safe mode, and just restarted back into normal mode. Then overnight, the computer had the same issue (power light on, but nothing running). Repeated the same instructions as before to get the computer to fully start up.  Could this be a power supply issue? any other ideas?
