How to Download Originals After Turning off iCl...

I recently turned off the iCloud photo library to free up space in my iCloud storage, but then Apple sent me an email saying to download the original photos and videos (which apparently aren't the photos that are stored on my iPhone currently?) before 30 days. The only problem is that I cannot get the button to download the photo library to appear without turning on iCloud photo library again, and I cannot turn on iCloud photo library because my local photo library now exceeds the 5GB. So... I'm lost.

 

I undid the delete for now, but still can't get the download button without turning on iCloud photo library.
