Touch ID packedup ios 10.3.3

Hello this has totally failed. It was refusing to read an old print but have now tried to reset and it won't read the print at all. I keep getting asked to move finger or told I am moving it too much. I have followed online guidance about turning itunes and app store on and off but nothing. I see the red lines on the finger print when I touch but then they disappear again when I lift my finger off. This is with a freshly cleaned button and screen. I thought updates were supposed to be an improvement? What is going on here? How can I fix it. I have no intention to be an early adaptor of ios 11 because of buggy nonsense like this.
