You cannot. No iCloud photo Service offers discrete backup or archive. All iCloud is used for is to sync photos across your devices. If you delete a photo from one device, you delete it from all and iCloud.

 

You can transfer photos to your laptop or desktop, or use online archival services like google or Dropbox.

That’s not how iCloud Photo Library is designed to work. It’s a syncing, not a cloud storage, service. You can limit the amount of storage utilized on your device by selecting to Optimize your local library.
