how to open the data provider list

I am the second owner of this Ipad 4. It was on the at&t network and still shows that. I am now on consumer cellular.

I have a sim card from them inserted in the I pad. They have tried to activate the I pad with negative results. I can not open a list of data providers to select the CC data. it is stuck on AT&T.

HELP please.
