Upgrade to iOS 11 without iCloud

How can I upgrade my iPhone from iOS 10.3.3 to iOS 11 without being forced to turn on iCloud?  My iPhone is currently set to iCloud:Off and I'd like to keep iCloud off.  Looking for step-by-step how to go through the upgrade process.  Thanks.
