Apps disappeared (restrictions are disabled)

On my daughter's ipad air runnin 10.3.2, all the apps suddenly disappeared. I had had some restrictions on, but I disabled them. This made the whole list of restrictions grey out, but none of the apps reappeared, including the App Store, so I can't re-download them.

I already restarted, and then did the reboot using the power and home buttons together. Didn't change anything.

I do seem to be properly logged in to the apple account and connected to WiFi.
