Major iOS 11 Bug: Cannot make WiFi calls on OTH...

Please note: Before you suggest basic steps, I have already contacted Apple support (talked to several senior advisers), gone to Apple stores in person, and also contacted Sprint and also gone to Sprint stores in person. The main goal of this post is to see if ANYONE else is experiencing this issue ever since updating to iOS 11. Please read this very carefully and slowly so you can understand all the nuances of this issue:

Ever since I updated to iOS 11, I have not been able to make WiFi calls on my other iCloud devices (iPad Pro and MacBook Pro). Before, I could have my phone completely turned off, and my iPad/Mac would be able to use their own respective WiFi connections to make a call DIRECTLY on the device, without having to route it through my iPhone. This is an important distinction— Continuity and Handoff still work. This is not the problem. I can, for example, go to make a call on my iPad… but then it uses the continuity feature and routes the call through my iPhone. This completely defeats the purpose of WiFi calling, which doesn’t require your phone to even be turned on! On my iPhone, I have gone to Settings->Phone->Calls on Other Devices, then enabled “Allow Calls on Other Devices”. When I do that, I get another option that says “Add WiFi calling for other devices”. I tapped that. Now, both my Mac and iPad appear. I enabled them one at a time, and entered the respective code that accompanies it. But it still doesn’t work! Now, if I go to make a call on my Mac/iPad, it says “Calling ____ on FaceTime Audio", and it then uses my iPhone’s cellular connection! NO!! This should NOT be happening! It should, like before I updated to iOS 11, simply make the call INDEPENDENT of my iPhone, directly on WiFi, without using handoff! And yes, I have reset network settings, updated carrier settings, signed out/back into iCloud, did a soft-reset on my phone, and even restored my iPhone from a fresh backup. NOTHING works. Is ANYONE else experiencing this? I was hoping it was simply an iOS 11 bug that would be fixed with 11.0.1, but even that didn’t help. I am totally lost.
