how to make space on a MacBookAir

A few months ago I bought a MacBook Air for use while travelling, and signed up for iCloud Drive in order to sync the Air with my desktop iMac. As my Desktop and Documents folders use about 15GB, I signed up for 50GB of space on iCloud Drive. However, my Air HD immediately became full. Of 120GB available, about 80GB is used by the System, about 10GB by Apps (which I need), about 10GB by Mail, and 15GB by iCloud Drive (see screenshot).

No downloads, no photos, no movies. I've tried deleting mail downloads, but it doesn't seem to make any difference to the size of the Mail folder.

Now I'm thinking my only other choice is to remove my Documents folder from iCloud Drive, and keep only files/folders in current use on the Desktop, saving me nearly 15GB of space on the Air HD (and my monthly payment to iCloud). But when I go to manage iCloud Drive, I find 'Desktop and Documents' cannot be separated. I've also tried dragging the Documents folder into my iMac HD for 'local' use, but it just bounces back.

Is my only alternative to save my Documents folder (and back up regularly) to an external HD? Does anyone have any suggestions how to get round this problem?

Thanks.
