Error creating Open Directory Replica in macOS ...

Good day All

I am encountering problems setting up an Open Directory Replica using the Server.app

i have 2 apple Mac mini's as apple servers in 2 locations , the Master server has a lock on a replica and im unable to remove/delete or destroy it.

i have tried the below

sudo slapconfig -removereplica --guid 72A9584A-...... IP, it not removing it

i have done the ssh to each server to create the key but no luck

every time i try to join the replica i get the following error,

Could someone please advise what i can do to resolve this
