Ipad disabled after latest update: error 0xe800...

I updated the latest IOs and forgot my password (4 digits). I tried the same numbers I always use. But end up being disabled. I tried to restore on my laptop twice and error 0xe8000015 showed on my screen. I tried 2 connection plugs to see if its the plug. It still says the same.
