iCloud Library delete me over 2.000 photos that...

I start with the explanation even though it's a bit difficult to explain (it's odd and online I didn't find anything useful).

I went on holiday and took more than 4.800 photos, I activated the Photo Library (buying 50 GB of space specially) to avoid losing the photos or if someone stole my iPhone. I only connect sporadically to Wi-Fi (so the photos and videos are uploaded just in that occasion).

When I got home, it seemed that the upload of the photos was still not completed (I shoot more than 5.000 photos and there are still here to be uploaded down to the app Photo) so I disable the Photo Library to avoid clogging up my internet connection... and here the disaster.

The Photo app started to erase the photos (note:  when I turned off the Photo Library the iPhone did not popup anything like erease or keep data) and within seconds I found myself with over 2.000 photos less (now I have about 2,700). I immediately reactivated the Photo Library and the delete process was stopped.

I also have screenshots showing this oddity that show that there are more than 4.000 location and just 2.700 photos.

I'm convinced that it is a very important bug that Apple can not overlook and I think that the iPhone was "convinced" that those photos had already been uploaded in the cloud (or downloaded, I do not know) and that's why they've been deleted. But I don't really understand why... because I did not activate the optimized version and when I turned off the photo library I still had 6-7 GB available on the iPhone, so why?

The previous indication that there are all photos to upload was wrong, because it already upload like 700 photos but there are included in the 2.700 left in the phone.

After the disappearing I had like 9-10 GB so they were actually deleted...

Photos are not in the "recently deleted" folder and I have already tried to import them to the Mac app (as if it were a camera) but I did not find more than 2,700 that are the ones that indicated the iPhone.

What can I do about it? There is any way to recover the photos? I tried with some software like EaseUS or Dr.Fone but none works if you don't have a backup in iTunes or iCloud (they work for recover old data not deleted by a bug).

Note: iOS 10.3.3 and iPhone is 6s 64 GB.
