iCloud Family Sharing, Ask to Buy

So if I understand this correctly:

Enabling Family Sharing gives all members over 18 free access to my credit card in App Store and I won't even get a notice of their purchases?

For members under 18 there's an option called "Ask to buy".

Why isn't that option always there? Is there any way I can enable it?

Who the #%&#& designed the Family Sharing functionality??
