Cant update iphone 7 error 4013

I've tried to update my I-phone 7, but every time I try I get an error message 4013..I can't use my phone because it's stuck on the itunes 'cable in' page. I've restarted me computer and the phone and used another cable. I've disabled windows defender and Kapersky..still nothing. Help, I've been all day trying to figure this out.
