Why am I denied the freedom of the free downloads?

Why is it that I am denied the freedom to download AND UPDATE apps and games when it CLEARLY SAYS I WONT BE CHARGED UNLESS I MAKE A PURCHASE when I have nothing to spend on my card?!? It seems WRONG AND LIKE A LIE AND A FRAUDULENT CLAIM. Until now I have had an android phone. Google play store does not give me ANY PROBLEMS when I have nothing to spend on my card. This is my FIRST IPHONE 6 ever. And I want to know why I can’t download or update my apps and games without having money on my card.  Because it keeps telling me to put in my password to check my payment information and after I do it tells me “your payment method is invalid. You cannot purchase this at this time. Please update your payment information and try again. “ WTFH IS GOING ON WITH THIS $h!+???
