OSX 11.13 and iOS 11 FamilyShare iCloud Storage

These new operating systems include iCloud storage sharing. Here's my question: My wife's usage is 4.7gb. If I add her to my plan, does that take 5gb away from my quota, or does that only happen when she exceeds 5gb with her storage?
