App icon won’t drop into folder in iOS 11

Having a problem putting an app icon into a folder in ios11.  When I move the icon over the folder it just runs away,  I’ve been chasing it all over the screen but it won’t accept the icon...move slowly, move fast, try to get it exactly lined up...nothing works.  In 11 you no longer get the jiggling icon and it takes a LONG tome to get an x to delete an app.  Any suggestions on how to get the app where I want it?
