Why am I still disabled after resetting password can't access ap store

You go to iforgot apple .com to unlock your account with existing password or to reset your password

After multiple unsuccessful attempts to unlock your account your Apple ID will remain locked you can try again next day.

If you enter your security questions too many times your Apple is locked.

Is resetting the account's password all that you did ? Whenever you change an account's password you should also do : What to do after you change your Apple ID email address or password - Apple Support

If you've done that and it still shows as disabled contact iTunes Support and see if they can / will re-enable it : iTunes Store - Contact Us - Apple Support
