Why did I lose all my photos / videos when atte...

So my Iphone storage has been running low. So low that I cant open an email. My macbook laptop's hard drive failed last year and i lost all my music and photos that were saved on that. So i have been relying on apple icloud to back up new photos and data to the internet to help free up space on my phone. One minor detail that was overlooked was that you need 300mb of storage space on your iphone to even have the backup run successfully. I did not know this and ran a icloud back up. Because I wasn't able to check a computer to see that the photos and videos successfully updated to icloud, I made the wrong decision of trusting apple. I then continued to delete the videos off my phone because they were taking up most of my storage space. It wasnt until I checked a computer that I saw that nothing uploaded and now they have been deleted. Another apple user explained your phone wont back up anything unless there is 300mb of space. Why isnt this made clear from the beginning, why can't this storage issue be explained regarding a device's storage in relationship to icloud storage. I even pay monthly for extra icloud storage.....I feel ripped off.

I assume that you are using the iCloud Photo Library to "store" your iPhone's photos. If so, you do understand that this is not really a photo storage service, but a photo syncing service. Any photos you delete from either your iPhone or iCloud will be permanently deleted ... except that you have 30 days to recover photos from the Recently Deleted folder.
