iPad mini update requires old iPhone 6s passcode

Last week I forgot my iPhone passcode I had to reset and lost all data. Today I installed  iPad mini update. This update now requires the old passcode for iPhone 6s - which is the one I can't remember! I can get into Apple ID account and see payment terms, address, birth date, etc so why can I not now get into anything on my iPad which until this stupid update was working perfectly?!? Why was there no warning that this update would require an old passcode???
