How do I use that email?

If you already have an @me.com address then you have an iCloud account, and you can sign into it at Settings (or System Preferences)>iCloud. Messages to your @me.com address will land in the inbox together with messages to your @icloud.com address

If you don't already have an @me.com address you cannot get one: they are no longer available to create.
