iTunes Windows Installer Package

I understand this is a recurring support topic and I have experienced it as well in the past, but been able to resolve.  But it is happening again with the latest iTunes patch and I have done everything to get it resolved.  Steps I have taken include:

• downloading and then installing
• using Microsoft's installation Microsoft Program Install and Uninstall Utility
• completely uninstalling iTunes and attempting to reinstall
• installing as "Administrator"
• restoring Windows to a restore date (which has left me with a partial iTunes install that I can't uninstall using the uninstall function)

Does anyone have any other suggestions?
