How to retrieve photos from iCloud

I have selected the Optimize iPhone Storage option on my iPhone.  If I'm working on my Mac, how do I navigate to these photos on iCloud (to attach to an email, upload to a website, etc).

Just use them as you would if they weren't optimised, when you open an image the full resolution version will download for you.

I can't find them on my Mac.  How do I find them?

They will be in Photos on the Mac. (I'd assumed you'd enabled iCloud Photo Library on the Mac too)
