Problem with key repeat

My laptop is macbook pro mid 2012, after updating to mac os sierra 10.12.6, I have problem with key repeat and delay. I already set in preferences like pic below, but seems like it doesn't work properly.

I also did reset SMC and NVRAM, did a diagnostic, and entry in safe mode. But it's not working at all. I really desperate about this update, since my keyboard just working fine before in previous version. Can anyone tell me how to fix it?
