Restoring Ipad and iCloud issues?

Hi, I have just restored my iPad as I forgot my passcode.

I have gone through the restore to original setting procedure through itunes and I am trying to set up my ipad again. I have reached the point where it is asking to "Enter Passcode for Other iPad" this is owned by my brother who doesnt use it therefore I have no idea what the passcode is or why its identifying with that device which should be on a different iCloud and different Apple ID, therefore I have pressed "Forgot iPad 2 passcode and moved onto the page saying "Approve This iPad" "go to one of your other devices signed in to iCloud to approve this iPad" I am trying to use my iphone SE and have gone into settings, logged on to my iCloud but there is no message asking to approve my iPad for iCloud, so I am stuck how to approve this device.

This step occurs after I have put in my log in information for iCloud, agreed the terms and conditions and logged into the wifi.

I just want to know how to approve the Ipad for icloud from my phone.

You should have an option for can't approve, select this and it will ask you if you want to reset protected data. This refers to iCloud keychain data but if you've never used iCloud keychain, then nothing will be lost and it's simply a glitch between two factor authentication and iCloud keychain.

And how can i do with the 2 factors authentications please ? I want to delete this system !
