Bluetooth discoverable mode in Sierra

I recently made the mistake of upgrading to Sierra 10.12.6.  Now, the Bluetooth feature is always in discovery mode, which causes the computer to link to my TV speaker every time the computer is turned on. How do I turn off the discoverable feature?  I’ve turned it off manually, but it keeps turning back on when I restart the computer. I don’t understand why Mac tries to control everything.  Even customizing the way files are stored is difficult.  This will be my first and last Mac.
