It may help to follow these steps, which have resolved the same issue for some other users:

• Unpair your Polar H7 from your iPhone or any other device that it may already be paired with.

• Restart your Apple Watch (normally):
  • Restart your Apple Watch - Apple Support

• Wear the Polar H7 (which turns on by being snapped to the strap and turns off when unsnapped).

• Check that you are following both the manufacturer's pairing instructions for your chest strap and Apple's instructions:
  • Use Bluetooth accessories with your Apple Watch - Apple Support

• Try moving your Apple Watch and chest strap to a different location, further away from any other active Bluetooth devices.
