I cant change my apple id due to Your new Apple...

Any one tell me how can I reach my notification email to change it and set up new email?

Your new Apple ID cannot be the same as your notification email address. Choose a different email address.

Change your Apple ID - https://support.apple.com/HT202667 - "Follow these steps to change the email address that you use as your Apple ID."

Remove the desired email address completely from the account you no longer wish to use, including using it as an emergency contact address. From reading other topics like this is may take up to a few days for the system to adjust so you can use the good email address again.

The email I want to change it to is not listed anywhere in my current apple id. I checked to make sure the new id isn't already in use.

It also can't be an email address you have used before for anything.
