Is it possible to get my money back?

I downloaded a VPN app from App Store in November last year,it's a prepaid service and it's in-app purchase and they are not only provided Apple Pay,but also third party pay which is alipay as well,I paid annual,I have paid two years which cost me around 150 usd via alipay ,they provided services in the beginning,in July of this year,they stopped  provinding services ,so I requested to a refund which is 75 usd via support email,they promised refund to me,however 2 months later, They still didn't refund to me ,what can I do?so far this app has suspended in China App Store,however it is still selling in App Store of other countries.
