iCloud PC sync problem

Hi,

I've been syncing photos using iCloud PC from my PC to my iCloud library for a long time without any problems, I then use Photos on my iPad to view the synced photos on iCloud. So far so good.

Recently my photos stopped syncing so I checked the iCloud PC settings and noticed the tick box next to Photos had become unticked. so I ticked it again, iCloud PC starts to sync but then I'm told I don't have enough storage left on iCloud. I pay for 50gb, have used 26.7gb and have 23.2gb free - so my current photo library on iCloud is 26.7gb, and the unsynced photos are about 4.6gb. Because it's saying I don't have enough space, I think iCloud PC is trying to upload my entire library again as a duplicate

How do I fix this? I only want iCloud PC to sync my new photos, not upload the entire library again as a copy.
