Moving playlist to new iTunes library

Is it possible to get a file representing a playlist from an old iTunes library, and use that file to duplicate the playlist in a new iTunes library?

 

I understand that iTunes has an "export playlist" feature. However, that approach (as I understand it) is not ideal because the playlists I want are from an old iTunes library, stored on external hard drive, and this iTunes library is not currently connected to any iTunes application.

 

Here's how I got into this situation. I set up iTunes on my old PC, with the music stored on an external hard drive. I created several playlists that I love. Eventually this PC became both outdated and badly virus/malware infected, and I stopped using it, switching to my laptop. For more than a year I did not use iTunes (but still enjoyed the music and playlists, which remained unchanged on my iPod. Eventually I installed iTunes on my laptop. For the library, I moved my music files from the iTunes library directories on the external hard drive, to the new library directories on the laptop.

 

Are there some files on the external hard drive that "represent" or embody my old playlists, that I can move to the laptop, so that I can keep using the playlists?

 

My laptop uses Windows 7.



I should note that in the old iTunes library, stored on the external drive, I do find a file, "iTunes Library.itl". If I transfer this file to some location within the directory structure of my new library (on the laptop), will it bring the playlists from the old library into the new library?
