"make available offline" option is not showing ...

So i am getting a bit discouraged trying to figure out how to get the "make available offline" option to show up on apple music with my iphone 5s. I have read forums saying to turn on the icloud music library on and i have done that but still can't see the option anywhere. the only options i get are "play next", "add to a playlist" and "create genius playlist"

It looks like you have an Apple Music subscription and you want to make music available offline.
 

You can do this using the following instructions from Add music from the Apple Music catalog to your library on your iPhone, iPad, iPod touch, Mac, or PC. These steps also work if the song is in your iCloud Music Library.
 

On your iPhone, iPad, or iPod touch
 

  1. In the Music app, find the item that you want to download.
  2. Tap the More Options icon   to the right of the song, album, or playlist name.
  3. Tap the Download icon  to the right of the item's artwork. If you see a  instead of the download icon, the item isn't in your iCloud Music Library. Tap the  to add the item to My Music, then tap the download icon to download the item to your device.


Songs and albums appear under My Music > Library. Playlists appear under My Music > Playlists.


Additionally, make sure your iPhone is updated to the latest iOS version--Update the iOS software on your iPhone, iPad, or iPod touch.

For offline listening, I follow the procedure outlined in the above post, however for *some* playlists this option is not available even if I have added the music to my library.  For example, the Apple playlist "A Wine & Cheese Gathering".. I've added it to my music library, but when I click on the ... menu there is no download option with the cloud icon.  I've also tried adding all of tracks in this Apple playlist to a new playlist and added this playlist to my music library, but still no download option.  I'm not sure, but I wonder if there are tracks in the Apple library that for Rights reasons Apple can't allow users to download for offline use -- and if one ore more of these tracks are in a playlist, it renders the entire playlist not able to be downloaded?  it's weird ...  in the same folder, I have some playlits that I can open and I have the download option, and others in which the option is not there.
