Level meter showing a signal when all faders ar...

So the level meter on a Stereo Output track works fine, but when I try it on a normal track its showing a signal even though the fader is completely down on the channel strip!

 

Is this normal?

Yes.

The inserted plug-in is pre fader.

So why is acting differently on the Stereo Output track?

It isn't. Another recent question here shows that, as well as my pic below. Stereo track down: level meter still showing signal.

When I turn down all the channel strip faders, the Stereo Channel shows NO signal on the Level Meter,  is this right?

Yes. It's correct.

You can in fact raise the fader on the Stereo Output an you will not see any metering at all.
