Your Mac would only logon to another Wi-Fi if you (or someone) else created that association.

Is your neighbor's Wi-Fi not using wireless security? That is, you don't need to enter a password to logon?

Regardless, you can remove this network from: System Preferences > Network > Wi-Fi. Also disable the option "Automatically join this network" to prevent your Mac from connecting to it in the future.
