iTunes 12 will not run on PC

Recently my iTunes (v 12.6.2) stopped opening when I double click the icon or when I plug in my phone to sync. There is a brief moment of the pointer showing it's 'thinking' with a blue circle, but nothing happens. When I open the Task Manager it shows that iTunes Helper, iTunes, and iPodService Module are all active, but 0% CPU and iTunes shows 48.5MB of Memory being used...

I have Windows 10 and I've tried uninstalling and reinstalling iTunes multiple times with restarts in between. Same result every time.
