Icloud Activation Lock

A while ago I purchased an Iphone 5s. The origional owner never reset their iCloud and as a result it has collected dust in my cubbords. I bought this phone in florida and have moved to ohio I have no idea who the origional is or how to get into contact with them, for all I know they could be dead. I scowered the internet for a solution to no avail. I ned a free of cost solution officially endorsed by Apple themselves so I don't run into anymore scetchy downloads. Can someone please give me useful information and not beat around the bush with a bunch of corporate crap.

Unless you can locate the previous owner to unlock the device for you, the device is essentially useless to you at this point.  If that's the case, consider using Apple recycling program to recycle it.
