Change Family Sharing Organiser without Apple D...

I originally setup the Family sharing from my own apple device for 3 other devices. I no longer have an Apple device and want to change the organiser to be my wife's device.
I tried removing my Wife's from Family Sharing and set it up as the organiser, linking to my apple id for itunes, but because mine is still classed as the organiser it won't continue.

Please advise how this is possible as all 3 devices need icloud upgrades and 2 need parental approval.
