turn off iCloud music library?

Spent over an hour with the apple support team on chat and they got nowhere.  Seems to boil down to my phone having no option to turn it off under settings>music.  I tried restarting, resetting and didn't change anything.

Is this a bug?

Can you turn it off in iTunes using a computer?

If you can't turn off iCloud Music Library (opposite of):

Turn on iCloud Music Library - Apple Support

and you have already tried force restarting your iPhone:

Restart your iPhone, iPad, or iPod touch - Apple Support

then the next step I would try is to sign-out of iCloud, restart/force restart the iPhone, sign back in, and finally see if the option to turn off iCloud Music Library is now available:

• Tap Settings > [your name].
• Scroll down and tap Sign Out.

Restart/Force Restart, then

• Go back to Settings > Sign in to your [device], then enter your Apple ID and password.
• Tap Sign In.

thanks for those ideas, I hadn't tried those before.  Unfortunately I don't see any difference yet. 

looking in itunes > preferences > general I don't see an option to turn it off there. 

yes I've looked for that but for some odd reason my iTunes (12.6.2.2 fwiw) preferences/ general screen has no option to turn it off.

I have the same problem. All solutions indicated here are referring to option that are also absent from my iPhone (SE) and from the latest version of iTunes.
