Endless setup loop after upgrading to iOS 11

I just finished upgrading my 2017 iPad to iOS 11, and have run into an endless loop that does not allow me to complete installation. After the iPad comes back up from the upgrade, it prompts me to log in to my iCloud account and answer some questions concerning iOS and app privacy preferences. It displays the typical "Updating iCloud settings..." screen for a few seconds, but then kicks me back to the lock screen, which displays only "Press home to finish setting up iOS 11.0".

 

From here, if I press the home button, I have to repeat the entire iCloud setup process and privacy questions again, it goes to "Updating iCloud settings..." again, and then finally kicks me back to the lock screen again. Running through again simply repeats the loop, and attempting to skip iCloud setup completely does the same. I've tried rebooting the device twice, but this just dumps me back onto the lock screen.

 

I can't attempt recovery as the iPad is reported as locked when I try to sync, and I can't unlock due to not being able to get past iCloud setup. I'm kind of out of ideas on how to proceed at this point. Any help would be appreciated.
