What is the exact text of the message that you are getting, what does 'anti saying something w a billing' mean ? If you mean that you are getting a message about a problem with a previous purchase then it mean that iTunes wasn't able to collect the money for your last purchase and that you therefore owe them for it, that will need to be paid before you can download anything else : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
