domain user profile corrupt iMac Sierra

Hello- I have an iMac on a PC domain. I have a user who gets this message when trying to open safari and other apps: "macOS needs to repair your library to run applications." I put in admin credentials, no change. I see that he doesn't get the message when he logs on to another mac next to it. What id like to do is delete his profile off this machine and have him logon to get a fresh one. His username is not in the list under preferences/users, so I cant delete from there.

Is he called a network user?

And how can I delete his profile to recreate?
