edit playlist

After my last iTunes upgrade, I cannot find the "edit playlist by... " function. Has it been moved or eliminated?

Eliminated, or if you prefer replaced with a feature removed some five years ago... (Who says Apple don't listen? )

With iTunes 12.7 you can have 3 or 4 playlists open (right-click on a playlist name in the sidebar and use Open in New Window) and drag content from one to another. As long as the target playlist is sorted by Play Order you can choose where the dropped items will end up in the list.
