How to remove "plug

I have a 2012 Mac Mini and have had trouble opening attachments from important government websites. I use Safari. It was suggested I upgrade Adobe Flash Player. I did this but still got the "plug-ins-blocked" message on a blackened page. Could some kind person please tell me how I can access these attachments ? Thank you.
