iTunes toolbar no longer available (Windows)

I discovered the iTunes toolbar a few months ago and really enjoyed using it. It's not the actual toolbar within iTunes, but a toolbar that appears next to the system tray on your desktop taskbar.

It's much better for me than the Mini Player because it does not display a window that you have to alt tab through when you are cycling through open applications. After a recent iTunes update, the toolbar disappeared along with the option to make it appear.

I am using Windows 10.
