iCloud Upload Stuck, but Only on Desktop

I've recently changed my apple-id e-mail by following the official guide. After signing in again on my iMac and Macbook I now face the problem of uploads not working, but only when I add the files to the desktop. If I add a file to the documents folder, it gets uploaded immediately.

On the desktop, the upload always gets stuck:

I've tried this a number of times on both the iMac and the Macbook. I rebooted both devices and waited two days. Still: every time I add a file to the desktop the upload gets stuck. If I remove the file again, the upload queue clears.

I've made sure to remove all files from the desktop through the iCloud app on my iPhone and I verified on icloud.com that the desktop folder is empty. What can I do to get this queue cleared?
