Unable to turn on iCloud backup

When I go into my settings, it shows that backup is turned off. However, I am unable to move the slider over to turn it on. I have enough space to backup. Anyone have any idea what is going on? I am trying to backup my current iPhone 6 to setup my new iPhone 8.

Here is an image of what I see. It is missing the text below that speak to the process of backing up the phone:

I also have a work iPhone and I am able to turn on the iCloud Backup on that phone connected.
