I received an e-mail from Itunes that purchased something which i did not and has a link for me to cancel but ask for my social security number. Is this reliable?

No. Forward the email to reportphishing@apple.com as an attachment and then delete it.

Absolutely not. Do not reply, do not click on anything, and do not give them any info. Apple or any other legitimate business would never ask for a social security number for a purchase.
